Robert Cooper, owner and operator of ON TRACK, Inc., is an independent FRA (Federal Railroad Association) Certified Track Inspector who specializes in conducting professional rail exposure surveys for industries, insurance brokers, and risk management groups.  ON TRACK, Inc. supports continuous rail service through systematic track inspection, maintenance recommendations, repair prioritization and budgeting, maintenance staff training, and new track installation quality control oversight services.


"Keeping industries on track" is Robert Cooper's motto and fundamental purpose for creating  this risk management consulting company.  One single, unknown exposure can cause an unplanned track outage; paralyze an entire location affecting multiple locations and; ultimately, the financial success of a company.  Prevention of potential exposure issues is absolutely critical for industries using rail to thrive.

The conditions of railroad track infrastructure are ever-changing.  Large and small damages, unnoticed hazards, and risky exposures are inevitable, with many causal culprits.  Such risk management track exposures can go unnoticed by an untrained eye.  Each event has the capacity to cause enormous expenses to industries that regularly use rail services.  The importance of  routine basic maintenance and inspections of these railroad tracks is vital to reduce the risk of costly repairs.

Mission

Our mission is to help reduce the risk of business interruption by conducting rail exposure surveys to identify deviations which may lead to derailments, property damage and personal injury.  We also provide information to our clients so they can make sound budgeting decisions when using outside sources.

In order to accomplish our goal, we will perform a thorough inspection, or survey, of the condition of all railroad tracks according to the current FRA Part 213 Industry Standards.  Upon completion, we will present a full written report of our findings.  We will also inform the clients and business administrators as to what the basic minimum standard requirements are so that they may remain in full compliance with the minimum FRA standards.  Remedial suggestions will be made on how to proceed with appropriate repair in order to protect our clients from devastating risk management issues.


Surveys

Surveys give our customers insight into the condition and maintenance requirements of their railroad track.  Our risk control consultants identify rail exposures, develop meaningful loss prevention recommendations, and support our customers’ efforts to keep their track at full production.
